for State House District 23
Hi, I'm Ikaika!
FROM HUMBLE BEGINNINGS TO A LIFE OF SERVICE

I am a local boy, born and raised in Hawaiʻi, who grew up on a quiet street in Kailua on the island of Oʻahu. Raised by hardworking kamaʻāina parents, my family lived a humble life rooted in strong values, community, and the simple joys of country living. I attended Kainalu Elementary, Kailua Intermediate, and graduated from Kailua High School.
On September 11, 2001, like so many others, I felt a profound calling to serve my country. On my 17th birthday, I enlisted in the United States Army. I am proud to have served as an infantryman, completing two combat deployments to Iraq from 2004–2006 and 2008–2009. Those experiences shaped my sense of duty, resilience, and commitment to serving something greater than myself.
After returning home, I continued my education at the University of Hawaiʻi and the University of Phoenix (Downtown Oʻahu), earning both my Bachelor’s and Master’s degrees in Psychology. I later dedicated nearly a decade of my professional career to serving our community as a Community Homeless Liaison with the Hawaiʻi Department of Education, working directly with some of our most vulnerable populations and helping students and families navigate homelessness and instability. I am also proud to be a former HGEA Unit 13 member—Union Strong.
My wife Tracy, a lifelong Moʻiliʻili resident, and I chose to put down roots in the community we love, purchasing our first home in 2016. Together, we are raising our two sons here in District 23, and like many local families, we understand firsthand the challenges of cost of living, housing, and raising a family in urban Honolulu.
In 2024, I had the honor of being elected to serve as State Representative for House District 23, representing Kapahulu, Moʻiliʻili, McCully, Pāwaʻa, and Ala Moana. During my first term, I worked to bring a practical, community-focused approach to the Legislature—grounded in real-life experience and direct service to the people of Hawaiʻi.
At the Capitol, I focused on legislation that addresses the everyday realities facing our communities. This includes advancing efforts to improve public safety, support working families, and strengthen housing stability—particularly for those at risk of homelessness. I have also been a strong voice for thoughtful, balanced development policies, ensuring that solutions to our housing crisis do not come at the expense of already dense neighborhoods like ours in urban Honolulu.
I have worked collaboratively with colleagues, community members, and stakeholders to advocate for responsible policies that reflect the unique needs of District 23. Whether it’s protecting quality of life in our neighborhoods, supporting local families, or ensuring government remains accessible and responsive, my commitment has always been to serve with integrity, transparency, and aloha.
My life experiences—as a soldier, a husband and father, a union member, and a frontline community worker—have shaped my understanding of the challenges we face and the kind of leadership our community deserves. I remain committed to building a safer, stronger, and more resilient Hawaiʻi for our keiki, our kūpuna, and future generations.
It is truly an honor to serve you, and I humbly ask for your continued support.
